Scale Model aquariums

Hey all, I thought after trying that stuff for the model railroads realistic water that never really dried instead of wasting more time to ask everyone here. On my latest build I plan on putting in an aquarium that is about 1/4" wide by 11/2" tall. If anyone has done this before what is the best medium for the water?
Any help would be greatly appreciated...
