wheel missing spokes , is replave or fix?

I was given a set of 4 14x7 deep dish wheels no tires. I was told they are Zeniths but how can I tell if they are real? One wheel is missing spokes . Shoul i replace or fix and how much to fix. Thanks in advance. I'm out of stockton, ca
